These are not equivalent units
A millilitre, a half pan and a paper sheet cannot share a meaningful cheapest-material ranking. Even the set’s per-pan figure is not the independent selling price of each colour, because the whole set and accessory are being bought. It does not allocate costs to individual pigments or the brush.
An appropriate comparison
If a second verified offer sells the exact same 8 ml tube at a different ticket, its declared volume can support a like-for-like price comparison. First confirm the range, colour, size and tax basis. A tube of another colour or a larger pack needs its own selection and conditions.
